FLORIDA GAS TRANSMISSION BEGINS PHASE IV CONSTRUCTION

FOR IMMEDIATE RELEASE: Monday, May 22, 2000

HOUSTON -- Florida Gas Transmission Company (FGT) announced today that construction has begun on new pipeline from Tampa to Fort Myers. The project, initiating in Hillsboro and Lee Counties, is part of the company’s “Phase IV” expansion, which will extend FGT’s approximately 4,700-mile existing transmission system by 139 miles.

With an expected in-service date of May 2001, the $268 million Phase IV project will add more than 38,000 horsepower of compression and associated facilities and will provide approximately 197 million cubic feet per day (MMcf/d) of incremental firm transportation service on an average annual basis. Seven shippers have executed 20-year firm commitments for the incremental service, net of turn-back capacity.

“Initiation of construction on this expansion reinforces FGT’s ability to meet the growing energy needs of Florida today and tomorrow,” said Rockford G. Meyer, president of FGT. “We are pleased to make gas available to Southwest Florida for the first time through our expansion into the Fort Myers area.”

FGT awarded the Phase IV construction contract to Latex Construction of Conyers, Ga. In addition, FGT’s Phase V expansion project, filed with the FERC Dec. 1, 1999, has a target in-service date of April 2002. Upon approval of the Phase V Expansion, the Phase IV and V Expansion projects will add more than 600 MMcf/d of incremental mainline capacity to Florida.

Florida Gas Transmission, a wholly owned subsidiary of Citrus Corp., operates an approximately 4,700-mile interstate natural gas transmission system from South Texas to South Florida.
