FLORIDA GAS TRANSMISSION COMPANY ANNOUNCES GAS TRANSPORTATION AGREEMENT WITH ORLANDO UTILITIES COMMISSION

FOR IMMEDIATE RELEASE: Tuesday, May 29, 2001

HOUSTON -- Florida Gas Transmission Company (FGT) and Orlando Utilities Commission (OUC) announced today that they have entered into a long-term firm gas transportation service arrangement as part of a 2003 expansion project on the FGT system. The contract calls for FGT to provide firm gas transportation service to OUC’s Curtis H. Stanton Energy Center, located in Orange County near Orlando. At the Energy Center, OUC plans to build a new natural-gas-fired 633 MW combined-cycle power plant, to be operational in 2003. The new electric generation project is a joint development initiative of OUC, Southern Company – Florida, LLC, Kissimmee Utility Authority and the Florida Municipal Power Agency.

"FGT is pleased to expand its pipeline system to meet the growing energy needs of the state of Florida, as well as be involved in OUC’s major electric generation project,” said Robert Hayes, managing director of marketing for Florida Gas Transmission.

“FGT’s ability to expand the system in such a timely manner will help OUC meet its aggressive in-service date of 2003,” said Bob Haven, OUC’s general manager and CEO. “This is a very important part of our plan to serve our growing customer needs.”

FGT is currently finalizing plans for a 2003 expansion project.

As previously announced, FGT’s $268 million Phase IV expansion was placed in service on May 1, 2001, expanding the system to 1.7 Billion cubic feet / day (Bcf/d) of capacity. In addition, last month the FERC published a Draft Environmental Impact Statement for FGT’s Phase V Expansion, to expand the system by 428 million cubic feet per day (MMcf/d) of capacity at an estimated cost of $450 million. The target in-service date for Phase V is April 2002.

OUC–The Reliable One is the nation’s 16th-largest municipal utility. It provides electric and water services to more than 165,000 customers in Orlando, St. Cloud, and parts of unincorporated Orange County. More information is available at www.ouc.com.
