MERRILL INTERNATIONAL, LTD., TO LEAD SPECIAL PROJECTS GROUP FOR ENRON DEVELOPMENT CORP.

FOR IMMEDIATE RELEASE: Wednesday, November 6, 1996

HOUSTON -- Enron Development Corp. (EDC), a wholly owned subsidiary of Enron, and Merrill International, Ltd. (Merrill), one of the world's leading developers of privately-financed greenfield electric power projects, announced today that Merrill will lead EDC's newly formed special projects group focusing on infrastructure projects outside the traditional electric power business.

Under the direction of John P. Merrill, Jr., key Merrill personnel will work exclusively for the new EDC special projects group, along with EDC personnel. The group will manage a number of new EDC initiatives emphasizing the use of natural gas in infrastructure development.

"John's broad skills as an international developer will aid EDC in identifying special resources that can be applied to the energy needs of developing markets," said Rebecca P. Mark, EDC chairman and chief executive officer. "His insight into the long-range infrastructure goals of these regions should prove equally helpful to the project management strategies used by Enron Global Power & Pipelines."
